I understand that the documents can be cumbersome and they want to make sure everything is completely accurate. That makes total sense.

What I don't like is being oversold and under delivered.

Don't tell the public everything is qued up and ready to submit, it t isn't. The only reason you haven't submitted is you're being held up by a Government entity. The Government entity was ready, last Friday.
