Can a filing be made on a Saturday?

I only have questions no answers. "This delinquency in filing has now placed the company in the "new applicant" status with regard to the OTCQB---they will now have to file an application and pay the new fees to be "listed" on the QB.." ( iHub post by Ellis Coming). What is the QB? Is statement true? If so, does it mean JBI has the option to not list with a trading market? If they choose to not re-apply how does it effect current stockholders?
