The license requirements pertains to places where there will be marijuana, which at this point means Building 1 and the property 1 in general. Building 2 and site 2 is irrelevant since it won't be containing any marihuana at this point. Only when Building 2 wants to start growing, or site 2 starts harboring pot, will it need to meet the same criteria that Building 1 / Property 1 needs to. If building 1 and the property perimeter pass the anticipated inspections the license is theirs.
