...and to add to that last post: Health Canada only has a role in prescriptions as a regulator. Health care is managed provincially (Ontario manages the healthcare of it's own citizens, etc), but this does not include prescription coverage. Nor does Health Canada provide prescription coverage. So CEN would just be acting as a dispensary for patients paying out of pocket.
