I think your right on with that. The ONLY thing which concerns me is the amount of cheap shares those shorts have. What this will take to come up and stay there is in my opinion: License in hand news, then substantial contract news back to back to show potential realized revenue.
In effect, this would drive the share price up so much the shorts would HAVE to cover and re-buy at a higher pps
