I'm pretty sure there are NO rules !!! ~ Geeez, I think Bernie Madoff kinda taught us all that... How long did he get away with his Ponzi scheme before they finally stopped him and how many times did they investigate him with no results until it became too blatant?? A LONG time!!!

It seems with our wonderful SEC ... as with the rest of this freakin' Government they only have OUR best interest at heart... miserably screwing up at every turn it seems like to get it right.

I don't think President Roosevelt had this in mind when he established the SEC.
