That's another great point supporting the theory that the inspection is already done, or will be done this week prior to the departure for the trip (and I would assume he would want to have the license in hand prior to actually making the trip since he would not be able to have seeds shipped until then, although I suppose they could do selections and preliminary arrangements pending approval)...
