The shallows in W. Texas might not be technically difficult to drill but the owner of the land can make all sorts of claims or warrant all sorts of changes in process.  He might want flowers planted next to every drill site so it looks nicer.  Who knows but I know they ran into similar issues with a Texas lease owner last spring.  Some of these old Texas land owners can be ornery and become pricks over their land.  That can cause all sorts of delays.  Similar to the type of cement used in Belize and how that caused a delay when casing.
