Your assumption is correct, more than likely the MM's, most specifically NITE is controlling the PPS however, there could a group or more than 1 group combined that are working together to control the PPS otherwise this stock would be above .20 at this time.

Don't forget these markets are quite rigged, no doubt about it, more so than a casino!
