The way we were told at the SH meeting, it sounded (to me) like there was an assumption that Russia would approve the certification once Baltia got it, so the DOT would allow ticket sales prior to US certification...because they don't have to worry about Russia possibly saying no, they could just send it over to them and sell tickets here in the meantime...
