Sorry Desmond, but this cannot be true.
The vault needs to arrive before inspection, then its another week or two after inspection before you are issued the license.
I am sure that Bill will make it well known when the vault arrives. (they have been pouring footers all week in building Alpha so the vault has the correct foundation. (very heavy)
The vault will arrive within the next two weeks.. inspection will happen right after Easter. So expect license announcement in early May.

Bills recent post means only one thing, he is hinting and somewhat preparing everyone for the licensing approval that he probably has, but is waiting for the right time to show.
