We can really only speculate at this point. I think that's a valid point. The building will have to be sound HVAC wise for sure.
For sake of conversation, all the items you mention need a solid foundation as the components are heavy. If I remember correctly, the CEO stated in the latest interview here, http://fitxlong.com/2014/03/15/ , (paraphrasing) that the foundation will be poured soon after other steps take place. So I think the items you speak of would come after that chronologically.
