I think that it is a closet bull tipping their hand. What I mean by that is that there are two camps of bears. Bear camp 1 wants to destroy TECO at all costs. Bear camp 2 just wants smash the stock, make the weak hands let go, and then sell into the rally. It doesn't happen overnight, but Citadel's appearance ahead of a period of time where there are good odds of a postive news catalyst supports the notion that they are here for cheap shares and a flip.

So, don't be shocked if TECO gets slammed down in the next few days or weeks. Big boys don't buy ask, they clobber the little guy and take his shares for cheap and laugh at them as they sell for multi bagger gains into the rally.

I would do the same thing if I had the money.
