It costs nothing to have an account at TD Ameritrade but I do not recall if it requires funding your account (I started with $100.00) to get the Level II service on their Trade Architect platform. It does include OTC stocks including PHOT and FITX and all the rest I have looked at. Trades are $9.99 flat rate for any amount of shares.
