If you haven't figured it out yet I believe Belize Oilwatch is a tree hugger and is affiliated with Oceana. I am sure TD, or one of his counterparts, contacted Oceana and they joined forces with the common goal to get Treaty out of Belize. 

This falls in line with TD and his counterparts contacting anyone doing business with Treaty and trying their best to annoy or disrupt their business relationship/deals by giving false information about Treaty. I am sure the TRRC and SEC get bombarded with call and written complaints by these same individuals giving any information they can to get them to take action against Treaty.
