Does not matter in this corrupt atmosphere, those responsible for the overseeing of this portion of the market have blantantly failed to enforce the rules and regulations. Those breaking the rules dont care. If caught and prosecuted only face a financial fine of which they have made hundreds if not tens of thousands of percentage more than the fine. So it is not a deterent by any means. News was good but a little to late with issue to the PPS IMO.
