Your take on the matter may be 100% correct.  As per the latest info (ie: 9/13), 55.6% of what we are waiting for have come in, 100% are passing.  Not sure what will come in today, but I don't think it will be the other 44.4%.

Oh...the good part....we know which ones make up the remaining 44.4%.....and confidence is EXTREMELY HIGH that those manuals are ROCK SOLID. 

Bad part...we could be waiting to the end of the month...believe it or not....that amounts to.....another two weeks.......
