I should note that if you notice at the bottom of p.7 under line C.14 (Emissions Reduction Value), it equates the total estimated CO2 emission reduction with the funds requested as the "Contribution sought from the Fund".  It says

18,951,579.99 tCO2e = USD 184,777,904.90

("tCO2e" is a tCO2 equivalent metric since it is actually CH4, methane, that would be reduced)

Now, the proposal seeks a 30,000 hectare concession including section of both Lake Gutan and Lake Bayano (they wound up getting 15,000 hectares on Lake Gutan), so the calculations are based on assuming a much bigger concession than ours. But still, if such significant funds can be had from whatever "Fund" they are referring to, HIMR's revenue potential might be much better than we supposed.

It is unclear if the formula they used is one they devised or if it comes from an agency affiliated with this funding source (more likely the latter).  Anyway...it is something for us to look into.
