While reading a 2006 proposal by Ardan International (www.anam.gob.pa/index.php/pines, item 12 p.7 line C10), I noticed that when Ardan International made their original proposal they requested a contribution from some fund in the amount of $184,777,904. This doesn't seem to be a loan or investment, but rather seems more like a grant - but I don't know.  The impression I get is because Panama is a member of the Kyoto protocol Ardan International was eligible to apply for assistance from some fund. The heading of the proposal says "Clean Development Mechanism" . When I google around I find that

"The Clean Development Mechanism, defined in Article 12 of the Protocol. allows a country with an emission-reduction or emission-limitation commitment under the Kyoto Protocal (Annex B Party) to implement an emission-reduction project in developing countries. Such projects can earn saleable certified emission reduction (CER) credits, each equivalent to one tonne of CO2, which can be counted towards meeting Kyoto targets."

We all hope for big revenue from selling waterwood, but it seems we might be able to have significant revenue from selling carbon credits. Now, I have no idea if Ardan International actually got any of those funds they requested, but the fact they made such a request suggests an angle we should look into.
