I think Peter is fumbling the task of managing investor expectations as well as adhering to clear SEC requirements.  I think he believes that he can continue "winging" it as if this were his own privately held company.  That is about the extent of Peter's crookedness, IMHO.  I think he is learning quickly what he needs to do to right this ship and will do so in the coming weeks.

As to others purposely sabotaging the company, I believe it is a possibility.  I am doubtful of the ethical stance of the "institutional investor" whoever that may be.  If they were credible and reliable, their name would have been shared in the PR.  I suspect that person(s) is leaking shares to market to seal in profits (it is unknown what those shares were sold for.)
