COP16 aims to devise innovative methods to generate significant revenue streams for preserving nature. Gavin Edwards, director of the nonprofit Nature Positive, emphasizes the urgency of this moment, citing that COP16 should serve as a catalyst for renewing commitment and correcting course in preparation for the 2030 sustainability targets coming into view.

As of late that week, only 31 out of 195 nations had filed plans with the U.N. biodiversity secretariat. While wealthier nations, including many from Europe, Australia, Japan, China, South Korea, and Canada, have submitted their plans, the United States has opted out due to its non-ratification of the convention.

Other nations have resorted to submitting less detailed targets without comprehensive plans, pointing to struggles in accessing necessary funding and expertise, particularly among poorer nations. At COP15 in 2022, negotiators set a target of $20 billion annually by 2025 to support biodiversity efforts, which is only a marginal increase from the $15.4 billion already mobilized by 2022.
