The delayed employment data suggest that employment conditions remained robust before the federal government shutdown commenced on the first of October.”

This upward trend in the ETI is seen against a backdrop of varying components that contribute to its overall score. For instance, initial claims for unemployment insurance showed no change in September, and the percentage of involuntary part-time workers stayed consistent at 17% for the third month running. Economic indicators such as real manufacturing and trade sales, along with industrial production, demonstrated steady performance during the months of July and August.

Factors Impacting Employment Trends

Despite low levels of layoffs and unemployment, uncertainty in the market looms large. Barnes reiterated that September’s ETI reflected lower business and consumer confidence, which has not seen significant improvement. In September, the proportion of small businesses reporting unfilled jobs remained unchanged at 32%, continuing its post-pandemic low.

Moreover, the Job Openings and Labor Turnover Survey (JOLTS) indicated a rebound in job openings in August with an increase of 19,000 positions following previous declines, which hints at a fluctuation of opportunity in the job market. Consumers reporting that jobs are challenging to acquire also saw a minor improvement, dipping from 19.1% in August to 18.2% in September, suggesting a slight easing in perceived job difficulty.

This report may highlight the negative ramifications of the federal government shutdown and ongoing economic instability on the labor market.”

The rise in September's Employment Trends Index was primarily driven by positive contributions from five of its eight components, including indicators like the percentage of respondents finding jobs hard to get, job openings available, the ratio of involuntary part-time workers to all part-time workers, alongside real manufacturing and trade sales and industrial production. Conversely, negative influences stemmed from the number of employees hired within the temporary-help industry and initial claims for unemployment insurance, while one component—the percentage of firms unable to fill positions—remained flat during September.
