The law, enacted in 2023, mandates that pricing policies across different customer categories must be harmonized no later than July 2026. Subject to the Competition Authority's approval, the average price for water supply services is expected to rise by 8% in 2025, with increases for residential customers and reductions for businesses.

Despite this increase, Tallinna Vesi's pricing structure for residential customers in Tallinn and Harju County remains among the most cost-effective in Estonia. The anticipated average rise in water bills for households equates to less than €3 per month, significantly less than the national average, where residents allocate more than 1% of their income towards water services. For most households within Tallinna Vesi's service area, this expense will only constitute about 0.5% of their income next year.

In comparison to nearby capitals, Tallinna Vesi maintains a strong competitive edge in pricing. The estimated cost for one cubic metre of water for private consumers will be set at €2.11, lower than Riga's €2.14 and significantly below Helsinki's €3.28. These figures are before the addition of VAT, showcasing the affordability of water services provided by Tallinna Vesi.

The proposed price adjustment for 2025 is necessitated by the need to synchronize water service costs while also funding vital investments. Interestingly, only 2% of the proposed price change is attributed to increased operational expenses. Gröön highlighted that while variable costs affect pricing, the implementation of a combined heat and power (CHP) plant at the wastewater treatment facility is expected to mitigate electricity expenses significantly. "Our tests have indicated that we plan to generate approximately 7 GWh of electricity from the wastewater treatment plant in the coming year," remarks Taavi Gröön.
