I think you are on to something. Casandra = Walter = shorter (er, one who shorts, anyway).
My take on all this is that Peter is building a company and his training as an ops guy is limiting his ability to properly market or manage CFO duties (i.e. manage SEC presence and IR relations). This will come when cash flow starts. Takes money to hire the critical players.
