Zero experience attracting common share investors!

Zero experience attracting common share investors! Almost subpenny and no volume to speak of while the restricted shares flow like a river.  Who's attention was the investors packet suppose to reach? Is the packet only for those already familiar with TECO? What good does that do! 
Does TECO think that  new mom & pop investors are going to flock to their particular website without being prompted in one form or another? They PR and  promote BS all of 2011 and 2012 and yet they can't promote their new business plan or am I missing something? Again; the market doesn't give a chit about TECO and that needs to change if any of us are to have liquidity. Is TECO  purposely restraining liquidity in common and restricted forms because the liquidity would currently be on the "sell" side?  The PPS has been a majority of RED for months so at least take some shots at promoting the company and getting the word out! Based on past TECO performance and market perception;  how many new investors would buy today with some level of confidence versus waiting a bit longer and chasing the PPS after the "possibility" of near term proven success?
IMO subpenny will hit again before not and it's attrocious that TECO feels they have little control over the PPS.  Again; how about promoting the new business plan to attract common share investors? That might be a start to some respectful level of trading activity based on a 1.25B OS.   I've been long for 3+ years and didn't know the packet was on the website until I read it here.  Cripes; post an article in some industry trade journals, post a PR announcing the plan, have Reid stream some web based company promotion and introduce TECO or do they want .001/PPS first!
