Just thinking aloud and IMO. They already showed that in those animal studies, the effects of HEMA were solid compared to the controlled group. Maybe the FDA just needs more details surrounding those studies and to be sure it can be replicated again by other individuals.
In my lifetime, I have written technical documents and training manuals. I always have other people use the documents so that I can tweak and document more of the process. In science, you have to be able to replicate the experiments and come up with very similar conclusions in order for you to solidify your theory. I think the FDA needs more details and asked for someone else to be in charge of the experiments to satisfy that need.
Just my hypothesis. Still undeterred from BSMN. I'm in it for the long haul.
