I had reported him awhile back, and I was told by the Admin that he is allowed to make the SAME POST up to twice a day without it being considered spam.   Here is iH Admind Linda's response: Per the Spam rule, a same/similar message can be repeated twice per calendar day. There isn't too much posting on the BLTA board, so it just has the appearance that it's more often.
