I have been to several pre-bid meetings for public projects here in Orange County, FL and there is a certain percentage of the project that they require to be done by a "minority or disadvantaged", MWBE, DBE, MBE businesses. They even have a representative in the meeting who has a "list" of these businesses you can use. The last meeting I went to REQUIRED 33% minority participation. Minority companies can get special grants and first choice of public projects.
I guess it is to "level the playing field" for these companies but my company has lost out on many large public projects just down the road from us because we did not meet the "minority" requirement only to be called in after the fact to fix the sub quality work. In the end it just costs the tax payers more money.
IMO, the minority status of J3 may be of benefit....
