"Even if the DEA applied every one of their agents to cannabis and increased their agent force by 10 times, they would not have the manpower to visit even 1% of the marijuana businesses that are visibly operating. This is because in the past the DEA relied on state and local cops to enforce law against all but international kingpin types.
Now that the state has withdrawn from the game against cannabis, asking the feds to police the thousands of cannabis businesses would be like having three traffic cops to run all the traffic in New York City.
In addition, the sequester has cut the funds of both the DEA and DOJ. Were they to do everything possible to shut down cannabis businesses in California, it would be like trying to drain the ocean with a bucket.
The main reason the mmj movement prospered in California is because the feds, working as hard as they, still couldn't do a damn thing, once the state quit prosecuting.
To strengthen that point, a leaked DOJ memo over a year ago told agents to ignore grows on private land of under 1000 plants, and under 500 plants on public or reservation land. They told agents to ignore a grow of 900 plants capable of producing a ton of bud! They haven't got the manpower, resources, or state support."
