so when the port says its navigation area is 16 meters and ship berth is 14.5 meters its only talking about the crane loading ship berth at the EIT terminal- the rest of the port is considerably more shallow-even the cruise ship terminal is only 10 meters or less draft and the navy terminal ca 7.3 meters- and everything else is much more shallow than that
