Retail volume... I know me and you are interested

Retail volume... I know me and you are interested in retail volume. It looks bad because the pps is down. Its crappy that the big boys are buying and we see no pps increase. But if you were a big boy with millions upon millions of dollars, would you buy retail and pay 1.5 or 1.3 cents per share and after about your first million the price would be double that on up, or would you just buy millions restricted all under a penny ? Sux for us watching the stock pps but good for the company who has debt. Idk its a double edge sword. Just want cfp and belize commercial oil announcement to get us where we belong.
