Maybe cause colorado is fully legal on state level compared to Cali, they can probably talk a bit louder about their plans whereas SKTO might have to be discreet in cali imo..i like how this one explained it too. Basically they are doing the same thing, but they have 90 acres! Though they state they have to find the funds still.
