blind, your post below dated July 16th suggested that the 10Q1 would be out "shortly". In TECO fashion we still wait a month later and now the 10Q2 is late but "I bet you knew that".
We now have two unfiled quarters and we are into the 3rd quarter of 2013. On the other and as you have implied any expert E&P investor should be be able to make informed financial investing decisions based on this lack of 2013 financial data when considering TECO as an informed investment. LOL! What a crock of chit! So much interest based on so much TECO volume! Get ready! For what I don't have a clue but I might if the company were current filers.

Wow DTL, the second quarter 10Q isn't even due until August 15, or the next business day after that. But I bet you knew that, right?
As for the 10Q for the first quarter, that is in process and should be out shortly was what I was told. Obviously, that's all the company can say to a shareholder, but there it is. Say, did you get all of your shares sold so you don't have to worry about TECO anymore? It might be a little early to sell right now as things are gonna pop pretty soon. If you're still on board, Get Ready!
