I'm pretty sure they build in the winter in Edmont

I'm pretty sure they build in the winter in Edmonton, we just need the groundwork done there correct, I live in similar winter conditions and they build here however it slows down in Jan feb but I will investigate further I'm pretty sure they use cover with fans and heaters for concrete, with a city with a million people I'm pretty sure building doesn't stop, I will investigate with credible sources.
