I think what Holder said is very good for mmj. Holder's topic was getting rid of mandatory time for victimless crimes like mj. He said things in his speech that show he's against putting  people behind bars for being consumers of  mj because it wastes lots of money and manpower and is not productive for anyone and society too.  Mmj  was not Holder's topic. But if Holder starts cracking down on medical mj now he will look bad, like he's talking out of both sides of his mouth.  Holder needs congress to make changes to get rid of mandatory time for harmless crimes. I think he was building up the case for congress to make changes. Holder doesn't need congress to lay off mmj. I believe he doesn't want to be called a hypocrite, or take more anger, from lots of people that supported Obama, for mmj raids and is telling his attorneys to lay off of mmj.
