The ratio is up to the company, and could be anything. In Hollund's case, the TigerLynk technology basically is the company. So they could do a 1:1 which would reduce HIMR's share structure by half. Or, perhaps they want the spin-off company to be listed in a higher exchange. In this case, the holding company may only wish to issue a small number of shares.
