Lets rehash. 2 complaints have been filed and a case opened.
We have received your email concerning Don Jenkins and Scott Stoddard and Gold Coast Mining. An investigation file has being opened and an investigator assigned. (We have also received a similar complaint on Jenkins and Gold Coast Mining that we are opening.)
As an administrative regulatory agency, we have limited jurisdiction with non registrants. The Board may assess a civil penalty up to $2000.00 per violation of A.R.S. 32-145 for unlicensed practice, misleading advertising and use of the title without registration. The case may be referred to other agencies for criminal prosecution.

As you can see here there are clear rules when registering in Arizona

Here you can do your own search for Jenkins and Stoddard
