81-10 will probably be the beginning.
The Building 81-10 Area project will remediate contaminated soils at a former mercury recovery and storage site which is located in the Upper East Fork of the Poplar Creek watershed at the Y-12 National Security Complex (Y-12). The project objective is to design and implement excavation of mercury contaminated soils in the Building 81-10 area. The objectives at ORNL have been to conduct a treatability study, to evaluate the effectiveness of analternate technology, and also in-situ grouting, to mobilize mercury contamination in place, which has the potential to significantly reduce remediation expenses.
GOALS:
Excavate, treat, and dispose of mercury-contaminated soils (the anticipated selected remedy).
Spills and leaks that occurred during past mercury recovery and storage operations in the Building 81-10 area will also have to be addressed. Currently, building 81-10 has been demolished. The building slab and mercury contaminated soil are all that remain.
The Building 81-10 Area project is planned for implementation at an estimated cost of $71 M. Building 81-10 Area uncertainties include hydraulic connectivity of the 81-10 area to the creek; (This had a large part in the delay as they wanted to sink some additional wells, and ALSO, the West End Mercury Area at Y-12 is a primary source contributor for the readings being taken at 81-10 because they are upstream to the 81-10 site) depth of mercury contamination; the volume of excavated soil that will exhibit a Resource Conservation and Recovery Act (RCRA) characteristic and do require treatment prior to disposal; and the effectiveness of in-situ grouting. The people that Jim started J3 with have much experience in subsurface contaminant applications, but I have no idea if GTGP/J3 will get any of that grouting business). I am also uncertain if the WEMA area will have to be remediated before 81-10 (they are upstream from 81-10), but we will just have to wait, and see. The treatability study will hopefully have decreased these uncertainties. In order to address known point source contributors to mercury flux, Building 81-10 has done a few soil treatability studies, and added wells for purposes of mercury measurement secondary to the soil disruption expected the in situ remediation. This has been a part of the delay if you can even call it that. These things take time in legitimate companies. GTGP is a legitimate company, and all posting regarding GTGP being a criminal enterprise are beyond ludicrous.
