Probably HIMR was forced to use B&B Madera and Balboa and locals, etc in order to secure this concession, which is just part of the game you must play in dealing with foreign countries. When the Tigerlynk comes on board and we have 2 or 3 concessions going at once is probably when they will play a big role for HIMR. As for the milling on site, I think that is still possible in the future.
