You would think they see it that way-- capitalism creating legit safety standards, trying to do things right, with attention to regulation and children's interests.  Certainly, mistakes will be made, but people are trying hard to be good about this.  You should see the CO MJ background check-- sure as hell more exhaustive than that for working at a liquor store.  And liquor has shown to be more toxic and more addictive.
