given the statement "the ISO patent policy, which is shared with the ITU , doesn't object to patents. Instead, it requires organizations with patents that bear on standards to release them for royalty-free use or license them "on a non-discriminatory basis on reasonable terms and conditions ."
......emphasis on reasonable terms and conditions, and the above ip rights associated w/"object content information" in conjunction with GM, video compression....bitrate has to do with how content information is delivered.
Given timelines and objectives, I would think that if GM's tech represented a step forward, allowance(s) would have been made to incorporate it into the standard.
I don't know what others think, but it seems to me that it's very possible for GM to have threaded the needle, just like the other information found seems to suggest.
Fact can't be claimed until news, Q/K confirms imo.
I have not read the whole doc, but rather stopped at what it felt I was looking for.......information to help make a more informed decision.
