One thing I'd like to know that makes a difference

One thing I'd like to know that makes a difference is if this or these concessions are government or private contracts. I say this because if its a government contract then then as long as himr follows their guidelines and does it in a manner not to disturb locals and enviromental aspects then it opens doors for the future of himr.
