Post #60079 doesn't violate the rules. It's his opinion of what is happening with TECO.
Also, from the section that you copied from the handbook, it says:
Board Moderators are entitled and encouraged to express their investment sentiment in the same manner as any other Member; by participating in the dialog.
With that said, remember that all opinions are welcome and encouraged irrespective of investment sentiment, shareholder status and/or alleged motive as long as they are on-topic and comply with the site's rules of conduct. And again, that includes the views and opinions of board moderators.
As far as the sticky notes , each Mod does get one sticky note. What they decide to sticky is up to them, as long as the post itself doesn't violate the rules. tdbowieknife stickied one of his messages, and another Mod stickied a different post written by tdbowieknife. td didn't sticky both posts.
