Buyers put in their limit bids earlier at .0175.  MM's can hold those all day long for a time when after they've been forced to raise the ask and then they will give the mom and pop buyers  those .0175's  or a bit better i.e. .0179 or .0182 to paint the manipulation and bring the ask down.  IMO L2 is just an indicator and these daily .02 stacks can move back to .016's  in a heartbeat if that's what the hedgies and their MM pals want to do.  On the other hand they will only do that to instill FUD in tune with the neyseyers on the boards and so people will sell.  Then they will resume normal trading again after they get the weak hands to sell and on and on it goes.  There only reservation is not to make the manipulation too obvious in a given instance but they've certainly failed at not making manipulation obvious over months and years.   We sit at sub 2's while TECO's PPS should be at .06 if TECO did their jobs about countering the manipulation and producing when they said they were going to produce.
