By undercutting the ASK, the price now drops cheaper for more dumpers to buy..... and as you can see here the bid starts looking more enticing for them to sell when they see an opportunity to do so.
When market opened in the morning it was this
You had some brilliant bozo buying at .0175 for 43,500 shares and then of course it DROPPED and now you have this

and then you had 2 cheapskates (possibly future dumpers) who bought 125,000 and 534,748 at .0175 again which now ends up as this.

Now the person who just bought 4,918 shares at 12:08:30 who bought at the ASK which is .0185 now.... is below than what we opened up with at .0195.
The bid stays the same, but the shares for the bid looks more enticing for a quicker to get some chump change.
