I do not believe the process is represented correctly in your post. I too have done considerable research on the process. The Dig and Identify does not require the whole wreck to be uncovered and cataloged. My understanding backed up by people that are extremely familiar with the process is that once the dig and identify is issued, SFRX will goto the site and uncover and remove artifacts and turn those artifacts over to the State. The State will inspect and certify the artifacts and then grant permission to recover. This does not stop SFRX from continuing the dig while the State does their thing. It also does not require any interaction or approval of the Federal Government. SFRX will be puling artifacts off the Ocean Floor well before July 2013.
