I think your logic is flawed.  When I was in college back in the 70's I read a book titled "How to Lie with Statistics."  Baltia is not 94% complete.  I believe we can only calculate the beginning date when Baltia submitted to Michigan.  You really haven't lied about your conclusion, your starting date is flawed.  However, you are bending he truth a lot.
