and if the regulators tell Baltia "several weeks", and a week later someone who says they have spoken to Baltia says, "a couple of weeks",  you think Baltia is pulling your leg?  Nonsense.  Baltia has NO control over when the regulators get done with the SAI's, and when they get done, they get done.

". . . even the FAA probably has a hard stop on this"  . . . they don't need to, because they are doing exactly what they said they would do -  get their part done according to the Schedule of Events that both parties have agreed is reasonable.

My take is that HQ is working hard on a myriad of infrastructure details, while they are waiting for the feds to finish the SAI review -  and their interaction with the feds is regular and encouraging  -  and I get that from both Baltia and the Michigan folks.        Just because you are not in the middle of the activity, does not mean that there is little going on -    - - -
