Not really equivalent. Their total authorized share count is just 300 million.I still think ACTC is the most accurate. It has a 2.4 billion O/S with a market cap of 176 million (it's been at around 7 cents for a while now). I think that's a realistic mid-term goal for BMSN. By mid-term I mean Phase I approval for Hemaxellerate.

ACTC got approval in January of 2011 shot up from 5 cents to 20 cents and has been on a downtrend, stabilizing right around 5-10 cent range in the last year or so. Once we get approval for round 1, I think you'll see a similar pattern for BMSN.
