JB, that is exactly what we need.  I suggested this to Jason when we talked.   North Cal will supply the mills for any lumber Hollund harvests, and local lumber companies have apparently agreed to provide the boats needed to ferry timber to and from the mills (these are big expenses), but no one has agreed to front the money for concessions to this point.  Now that could change, but it has not changed yet.  So, everything changes once HIMR actually has a concession, because a concession can then be used for collateral for financing anything else.
